The Drapery Occupation in Bristol 1881

In the 1881 census for Bristol the enumerator found 25 drapery assistants at 65 Wine Street in Christchurch Parish. I understand a draper to be a seller of fabric and sewing supplies. It seems likely all these individuals worked for the same business and lived on the premises making this a very large operation. Can anyone shed any light? Might this have been a manufacturing concern or an importer?
