I feel for the former employees too. But if this is a chapter 13 filing there is nothing that can be done.
Even if Bob where to pay the people out of his own bank account, the bankruptcy judge will have take it back from them.
Bankruptcy law is a stinky set of rules.
The only hope for the people is a claim possibly from the state or as a creditor. You will need more legal help than I can advise you and it will vary from state to state.
