looking for Contreras/Serrano family in Ojinaga

Hello I am trying to help a friend find family if any in Ojinaga...she was born there in 1942...she also needs to get an acta de nacimiento...How can she do that? Her father was Louis Contreras and her mother was Petra Serrano Contreras. thank you appreciate any help!!
