hi im from ny and this wheeling system is driving me crazy every time i go to a pick 3 or pick 4 game it the same wheel in each game how do i change the wheel or is there somewhere i can go that explain the wheeling system a little better

The Pick-3 and Pick-4 wheeling isn't a 'fixed' set of wheels, as Lotto wheels are.
In Pick-3 and Pick-4, you actually build your wheel "on the fly" as you wheel your numbers.

Here's the overview.
Start with "Wheel Your Numbers", on your Pick menu.
(1) First, you put in your numbers. You can do it manually or automatically.
... Manually: You can enter your own numbers.
... Automatically: You can just press your "Enter" key to put in the numbers automatically. Your software already shows you the automatic picks for each digit.
... Now you have your numbers entered.
(2) Next, select your wheeling method: "Straight" or "Boxed".
(3) Next, select a filtering method: "Automatic", "Manual", or "None".
(4) Now the software builds the wheel for you.
... If you selected "Automatic" filtering, it automatically gives you combinations that have the same characteristics as approximately 80% of the game's past winners.
... If you selected "Manual" filtering, now you can build the wheel yourself. You'll see the filters for Sums, Even/Odd, Low/High, Repeat Wins, Exact Matching Numbers, Consecutives.
... ... You can just press your "Enter" key to bypass any filter.
... ... Then you'll come to some Advanced Filters. They're things like Roots, Vectors, Pairs, and Triples. You can use them, or bypass them.
... If you selected "None" (for No Filtering), you'll get your combinations exactly as you wheeled them -- Straight or Boxed. They won't be touched by any filtering.

Now you see your final combinations.
If you don't like them (maybe too high a playing cost), you can press 'Escape' and go back and re-filter them.

In Pick-3/4, you don't use a fixed "library" or list of wheels.

You put in your numbers. You can enter them manually (with your keyboard). Or, you can just click your mouse. You'll get the numbers from the game's automatic tracking.
Next, you choose your wheeling method: Straight, or Boxed. This is exactly the way your Pick-3/4 game pays your prizes (see your game's playslip).
Finally, you choose any filtering you want to use, to reduce your playing cost.
