Why do I get "You are not allowed to use the messenger feature on this board" error when I try to send a private message (pm)?
You're getting this because you have not yet posted in the message board or you are a guest. Only members (with 1 or more posts) can use the Private Message system.

Although you are in Member status (1 or more posts) the person you are trying to send a message to is still in the Newbies catagory (no posts). Newbies do not have permission to use the Private Messages function until they have posted at least once. Try sending a message to them through Email. It is located also in their profile at the top of the Communicate section.
